I have examined the accompanying Ordinance, entitled :

An Ordinance to amend

Ordinance No. 16 of 1886, entitled "The Stamp Ordinance."

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

This is passed to exempt all persons in the service of the Imperial Colonial Service from the

obligation of affixing a receipt stamp.
